Currently, I don't know of any programs through Disney specifically that let you set up an account to put money aside for a Walt Disney World vacation. I do know varies programs like this exist through other companies and an internet search might be able to help you decide which is best for what you are looking for.
An idea that I had that you might be interested in is
Disney gift cards. It's a great option because Disney gift cards can be purchased almost anywhere in the United States. I know several of the big-name stores around me carry them. It would be an easy option for people to just pick up one while they are out and about. You can also purchase Disney gift cards online. Sending Disney gift cards is really easy as well. You can choose from sending an actual gift card through the mail or you can purchase an e-gift card and send it directly through email. One of those 3 choices will surely work out for anyone who is wanting to participate.

When at Walt Disney World, your friend can use the gift cards collected for them for almost anything. Room stays, park tickets, experiences, tours, spa treatments, recreation, restaurants, snacks, and souvenirs. Your friends can pretty much pay for a whole Walt Disney World vacation solely using Disney Gift Cards. There may be a few carts or outdoor locations where Disney gift cards are not accepted but those are so far and few between I actually have never encountered one. If this is the route you choose to go, you could have all of the Disney gift cards initially sent to you. Then, you can combine all of the gift cards that are donated, that way it isn't overwhelming for the recipient to manage.
