I can totally relate to your needs!
I recall when my fiercely independent 3 year old had decided she was too big for strollers, yet on certain days her little legs needed a bit of a rest! We'd often go a day or two without a stroller, then get one on alternate days - providing a little bit of a 'break' for us all.
Walt Disney World has great strollers available in all four parks as well as at the Water Parks and Downtown Disney too. You can rent on a daily basis, or choose to pre-pay for multiple days of rentals and receive a discount. There are single-passenger and double-passenger strollers available and they have great storage for your snacks, beverages and purchases that you may pick up throughout the day. Plenty of 'stroller parking' is also available outside the attraction queues and dining areas.
The type of strollers rented are not at all like the infant style your toddler likely feels too 'grown up' for. They're low to the ground and easy to climb into or out of themselves, when appropriate, but otherwise they do have a simple lap belt you can secure as you wish. They also provide great shade for your little one.
