If I understand correctly, you’re wondering whether you can wear a full-length dress as part of your costume for
Mickey’s Not-So-Scary Halloween Party.
Unfortunately, the Party's
Official Costume Guidelines state that Guests 14 years of age and older may not wear costumes that reach or drag on the ground, including full-length Princess dresses. If you have your heart set on wearing a long dress as part of your costume, I would recommend getting it hemmed so that it is above your ankles. That way, it will still have the illusion of length, without reaching the floor and covering your feet.
