With all of the detailed information, I did not see anything specific to your question regarding qualification as a widow. According to Crew Members, if your spouse was part of the U.S. Air Force, Coast Guard, Marine Corps, Navy, Space Force, Public Health Service, National Guard or Military Reserves and classified as "active deceased" or "retired deceased," you should qualify for these offers as a widow with your military identification. Widows of personnel from the Department of Defense do not qualify for these fares. So the answer to your question is: it depends.
