I see that you've been tasked with figuring out how to get all 17 people on the same Lightning Lane entrance. You poor, unfortunate soul. Well, you've come to the right place. My
planDisney pals and I love helping fellow Guests with questions like yours.
At this time, you're able to make a reservation for up to 12 Guests for a Lightning Lane arrival window or an Individual Lightning Lane entrance. Since your party is larger than this, here's what you need to do: assign two (or more) people in your group to be in charge of making selections. For example, since you have a group of 17 people, have one person book selections for nine, and another person book selections for the other eight. Just make sure that those in charge of making the selections search for availability at the same time. This way, they can more likely secure a selection in the same arrival window. Therefore, even though you're technically booking more than one group, you can enjoy the attraction together because you have the same arrival window.
