EPCOT. There is no set schedule for this service. They tend to be there on Thursdays, Fridays, and Saturdays. You can also occasionally find an engraver at
Il Bel Cristallo in the Italy Pavilion. As for having a previously owned bottle engraved, I could not find a cast member who knows for certain. I have heard varying experiences. Some guests have reported that they purchased a bottle of perfume and then returned a few days later with that bottle and the receipt to have the engraving done. There doesn't appear to be a set policy, so your best bet is to talk to the engraver in person.
