There's only a penalty if you were asked to provide a credit card, and didn't cancel with appropriate notice. For example, Cinderella's Royal Table require 48 hours for cancellations, or else your credit card is charged a penalty. Otherwise, you won't be charged. But it's good to call and notify a Dining agent if you decide to cancel, so that time slot can be open to other potential guests.
