The two weeks you're considering are both good choices in terms of crowds, because most schools are still in session during those dates. The larger crowds will show up a week later in November for the Thanksgiving holiday week, and a week later in December (when I'll be there!) when schools get out for Christmas Holidays.
That being said, the addition of the
Free Dining Promotion to the entirety of your December vacation dates is certain to bring much larger crowds.Because of the promotion, the November dates should most definitely have lower crowd levels for a portion of your vacation (the free dining offer in November begins on 11/14, so you could also expect the crowd levels to increase on that date). When choosing your travel dates, the decision will really come down to whether or not the savings with free dining overshadows your desire for smaller crowds during your Walt Disney World vacation.
