The website shows that Jellyrolls and Atlantic Dance Hall is fun for Adults (18+) but in the detailed info area they both say they are for guests 21 yrs or older. Does that mean guests 18+ can get in but will have to wear a band so they can't drink?

Unfortunately not, Sharon.  Unlike some dance clubs, both of these venues at Disney's BoardWalk  have a minimum age of 21 even to enter.  Both the Atlantic Dance Hall and Jellyrolls are very vigilant about closely checking ID's to ensure that guests meet the minimum age requirement for entry.  I hope that clears things up for you!
