As a fellow Canadian
(and former Manitoban myself!), I can assure you that you'll usually find that temperatures are still warm enough to enjoy some Disney Water Park fun, even in the month of November! We've visited many times at the end of November and into early December and found temperatures at that time to often be in the mid to high 20's celsius and even sometimes into the low 30's.
Disney's Water Parks each close annually, for a 2-month refurbishment. During the time of your visit, you'll find that Disney's Typhoon Lagoon will have already closed for its refurbishment.
Disney's Blizzard Beach will be open during the time of your visit however!

LOVE Blizzard Beach! Be sure to visit the site link above and take a look at all the great slides and attractions in the park. It's my favourite Disney Water Park to visit with my family. The theming is so incredibly well done. We love riding the Chair Lift to the top of the peak and then piling into a family raft at Teamboat Springs! Our competitive side comes out as we race each other on the Downhill Double Dipper and Toboggan Racers. It's such great fun! During the month of November, Blizzard Beach opens at 10am daily and closes at 5pm.
The many Quick Service Dining locations as well as snack carts and kiosks around the park do indeed accept the Disney Dining Plan.
