Hi Shellie,
Mickey's Not-So-Scary Halloween Party is a blast & I think its worth the $ especially if you've never been. If you're planning a trip in Sept, I'd put this on my must do list.
It is a special ticketed event so MK will not be as crowded which shortens lines & makes it easier to maneuver the park. Everyone (including adults) is encouraged to dress up. You'll be boarding rides so keep that in mind when selecting costumes. Remember that you'll be walking a lot so wear comfortable shoes.
MK will be decked out in Halloween decorations. When you enter, be sure to pick up a MNSSHP Guide Map. You'll each be given a Trick-or-Treat bag (or bring your own). There will be several locations throughout the park where you can T-o-T (locations will be marked on the Guide Map). There will be several character M&G locations around the park. The characters dress up for Halloween too! PhotoPass Photographers will be located throughout the park.
Mickey's "Boo-to-You" Halloween Parade is awesome & is scheduled for 8:15 p.m. & 10:30 p.m. (its easier to get a good spot for the 2nd parade). The Happy HalloWishes fireworks are scheduled for 9:30 p.m. Not every attraction is open during MNSSHP - but the most popular ones will be - check the Guide Map for a list.
Last year there were a couple of character dance party locations & a Disney Villains Mix & Mingle in front of Cinderella Castle. Alice & Mad Hatter's Treat Party was along the back path b/t Toontown & Tomorrowland. These will be listed on the Guide Map.
