On a practical note, breakfast is definitely the most economical of the meal options. If possible, try to get the final breakfast seating offered by the restaurant; often, you'll hit the turnover period and get to try some of the luncheon items as well. And you manage to cover two meals with one check.
Crystal Palace is Winnie-the-Pooh and friends, while Hollywood &
Vine features preschool favorites from Disney Junior, These skew a
little younger.
With children of the ages you provided, I'd actually suggest two different options:
Chef Mickey's in Disney's Contemporary Resort, and
'Ohana Best Friends Breakfast in Disney's Polynesian Resort.
Chef Mickey's is a buffet and features the Fab Five in their best kitchen attire: Mickey, Minnie, Donald, Goofy, and Pluto.
'Ohana is an all-you-can-eat meal served family-style, and features Mickey, Pluto, Lilo, and Stich in their Hawaiian attire.
Both are equally delicious.
These restaurants are not located in a Park, so you would not require admission. You could make this part of a "pool day" or a non-Park day, if you wished.
