    When we get to WDW and check in is at 4:00 if we are their in the morning can we still go to the parks before check in and When we check out can we still use the park that day?

    Yes, you are more than welcome to enjoy the parks before you check-in as well as when you have checked-out.  My recommendation is when you arrive at the resort to still go ahead and check-in so that you can take care of the necessary paperwork; and sometimes, you may be surprised to discover your room is ready. If it isn't ready, you will be given a phone number to call later in the day to check on your room availability.  Bell services can hold your luggage, too, if you don't use the services provided from Magical Express.  

    When you check out, you can again have bell services hold your luggage if you'd like.  And of course, if you are using the luggage services provided through Magical Express, you will simply need to drop your luggage off at the designated area.  Once that is done, you can enjoy your last day at the parks.
