As a mom of three who visits Walt Disney World® Resort every summer, I am happy to provide some tips for beating the heat during your magical vacation! Some of my favorite spots are the "splash pad" type places you mention in your question.
Magic Kingdom
•
Casey Jr. Splash 'N' Soak - This one is my favorite! Grab a popcorn at the kiosk by Dumbo the Flying Elephant and relax while your littles splash around. Wetness scale: Soaked!
• Ride Dumbo stand-by during the warmer afternoon hours and enjoy the Play Before You Ride feature. This circus-themed indoor playground is very well air-conditioned!
• Cool Scanner misting station in Tomorrowland. Wetness scale: Light mist.
• Also opt for indoor shows and "dark rides" when it's hotter out. Mickey's PhilharMagic, Pirates of the Caribbean and Carousel of Progress are longer rides and shows that will get you out of the heat.
Epcot
• Located along the walkway between Future World and World Showcase, you'll find an oval spaced splash pad designed for play! Wetness scale: Soaked!

Test Track Cool Wash - this seasonal, refreshment location offers cooling fans and misters!
• Character Spot, Soarin', and the Gran Fiesta Tour offer queue lines completely indoors.
Animal Kingdon
• This is the "hottest" park of them all. Luckily, there are misters everywhere - Tamu Tamu Refreshments in Africa have the best! Cooling wipes help, too.
