Hi Ashley,
Thanks for stopping by the Disney Parks Moms Panel! In my opinion the
Park Hopper and Water Park Fun & More Options Ticket is the way to go when visiting the Walt Disney World Resort; especially when traveling with little ones. You can start your day at one Theme Park/Water Park, head back to your Resort for a nap or pool time, and then end the day at any other Park that you wish to. With the Park Hopper and Water Park Fun & More Options Ticket you can visit as many Theme Parks and Water Parks in one day as you like, and it will only count as one visit.
Both
Disney's Typhoon Lagoon Water Park and
Disney's Blizzard Beach Water Park have areas specifically designed with your little ones in mind. Based on the ages of your children I'm going to suggest Disney's Blizzard Beach Water Park. This Park has two areas for kids;
Tike’s Peak and
Ski Patrol Training Camp. Tike's Peak is geared toward younger kids and has water jets, a snow-castle fountain, and kiddie slides in a shallow water area for little ones who are less than 48 inches tall. Ski Patrol Training Camp is for slightly older kids who aren't quite ready for the big slides. The area has curvy waterslides, inner-tube slides, a floating iceberg course, and a zip line over a pool for children less than 60 inches tall.

Magical Wishes,
