One of my family's most favorite times of the year is Halloween and we were fortunate enough to be able to go to Mickeys Not So Scary Halloween Party a few years back in mid October. The park wasn't too busy when we were there. Remember, they only sell a limited amount of tickets so that the park will start to empty out of non party guests when the party starts to kick up around 7:00pm. If you will be visiting in late September and they are having the party on one of the nights you will be there, then you should be just fine with the crowds. The earlier in the calendar for the party the less crowds. As you get closer to Halloween the amount of park guests at the party increases. I hope this helps with your planning.
