You will have such an incredible time at Mickey's Not So Scary Halloween Party, it is one of my favourite events!! Depending on when you are visiting will determine the parks hours. You can check the online calendar to see the park hours, firework and parade times.

I'm not sure if you are asking about having dining reservations the night of Mickey's Not So Scary Halloween Party and what time you can enter? Generally, guests are let in to the park around 6pm.
If you have park tickets, you can enter the park at any time. Please let me know, if that is what you meant.
