We will be visiting in Oct 09, do we use one of our park hopper passes to get into the MNSSHP or do the tickets that we purchase for that count as our ticket to get in? Also, if we get there that day at 4pm, the event doesn't begin until 7?

Each guest must purchase a special ticket for the Mickey's Not So Scary Halloween Party event. In the past you were given a wristband to wear starting at 7:00p.m. Only those that purchase this special event ticket will be allowed to stay in the park after this time. If you choose to arrive earlier, such as 4:00 p.m. as you mentioned, you would have to use a regular park ticket to enjoy the Magic Kingdom up until 7:00 p.m. Most guests do not want to use a day of park tickets for such a short time.
