Hi Amanda, My family loves character dining too! We are sure to make advanced dining reservations for at least one character meal each trip and that includes our "Parents Only" trips. Disney Junior Play 'n Dine at Hollywood & Vine does require theme park admission. However there are several locations outside of the theme parks where you might consider a different character meal.
