Congratulations on the news of a new addition to your family! I believe in starting a child's "Disney life" before they arrive :-)
The only restriction for Soarin' is a height requirement of 40". Its a very peaceful attraction and as long as you are not experiencing any difficulties, you should be able to enjoy it without worry. It you have any concerns, be sure to consult a Cast Member at the entrance of the attraction.
If your 4 year old is going to ride, make sure you measure him before you leave on your trip to make sure he is tall enough to ride. That way you avoid any disappointments when you arrive at the park.

www.allears.net. It is an unofficial Disney website but they do an amazing job of putting the info in one location. From their homepage, click on
Theme Parks. On the left side, you'll see a column w/ a list of topics. Under the
WDW Theme Parks General Info tab, click on
Ride Restrictions. That will give you a list of any height requirements & safety restrictions in one chart.
If you see that you or your parents need an ECV, they are available for rent on a first come basis. Visit the
Mobility Disabilities section on the WDW website which will list where all of the rental locations are at each of the parks. Please keep in mind that ECVs cannot leave the park in which they were rented. If you park hop you will need to retain your receipt to present at the next park to get an ECV (if available).
