According to the official guidelines, Walt Disney World allows service animals, which are defined as "a dog or miniature horse that is trained to do work or perform tasks for, and to assist, an individual with a disability."
In this definition, a cat is not considered a service animal. Disney follows ADA Requirements on Service Animals. You can visit the ADA Guidelines to obtain more information on the definition of service animals under titles II and III of the ADA.

The Walt Disney World Pet Policy. According to this policy, dogs are the only pets allowed with the maximum of two pets per room. Given this rule, cats are not allowed in Walt Disney World Resort Hotel rooms.
