    I have a solution for you!  Go ahead and make the reservation by calling (714)781-DINE or by by emailing your request to dine@disneyland.com.  Your request should include the restaurant name, the desired date and time (breakfast/lunch/dinner), the size of the party, and your name and contact number.  You should actually make the reservation in your sister's name since you won't be there. 

    Now, to pay for the meal, I recommend purchasing a Disney Gift Card to cover the bill plus gratuity.  I would look at the menu and determine a sufficient amount after considering the average appetizer, entree, dessert, and beverage prices.  If there's a balance remaining on the card, they'll be able to spend the remainder anywhere Disney Gift Cards are accepted.
