Yes - the other family can make all the dining reservations at their 180 day mark, as long as they are included in the reservation, and one of them is the Reservation Contact (and can provide a phone number and a credit card to guarantee the reservation). It is not necessary to name every person on the reservation, nor are you required to state in advance who will/will not be using the
Disney Dining Plan at each particular meal. If you are all intending to eat together, it is very wise for your other family to make reservations for all of you. Dining reservations can be made online, or by using your
My Disney Experience account. It is worth noting that your dining plan credits may only be used by anyone on your Disney Resort hotel reservation. However, at all meals, you can choose to pay with your dining plan credits, and everyone else can pay by another method - just tell your server at the start of the meal how you each intend to pay. It's worth noting that a credit card will be required at the time of booking, but no charge will be made to that card unless you are a no-show. Cancellations must be made 24 hours in advance, otherwise a $10 charge per person will be incurred.
There are a few dining experiences that require advance payment.
Cinderella's Royal Table in Magic Kingdom Park, and some dinner shows such as
Disney's Spirit of Aloha Dinner Show at Disney's Polynesian Village Resort and
Hoop-Dee-Doo Musical Revue at Disney's Fort Wilderness Resort. If you wish to use your Disney Dining Plan for these, payment will still be made in advance, but when you advise your server that you are using your dining plan, the advance payment will be credited back to the card used at the time of booking.
