    I have been trying to read up on PhotoPass & PhotoPass+ and have some gaps. Can anyone highlight what it is, why guest need it, how to best utilize it, what the difference is between the regular & plus, who doesn't need it, etc.?

    Since I'm limited on space, you may find it more helpful to read a few articles that go into detail that should help to answer your questions.  First, I'd do a Google search for "Disney's PhotoPass Plus Review" by Ryan Kilpatrick. An additional article is "PhotoPass at Disney World" by Brian McNichols. Both of these articles can also be found at www.touringplans.com on its blog. 

    If you visit www.allearsnet.com and do a search for "Disney's Photopass at Walt Disney World," you'll find a detailed article with many tips and information (when I searched this, it was the second article).  Similarly, www.stitchkingdom.com at the top menu under Definitive Guides, you can read a thorough article on Disney's PhotoPass.
