My response to this inquiry is always the same- we take little ones to Walt Disney World to experience their joy and excitement. It builds memories for
US. On our recent visit, I saw a t-shirt that said, "This is a Core Memory Day." Truer words have never been printed on a shirt!
There are currently no age requirements for riding attractions at the Walt Disney World Resort. As you have noted, there are
height requirements that are in place to ensure the safety of guests on some attractions. The only other consideration is your child's tolerance for thrill rides.
The Twilight Zone Tower of Terror has one of the lowest height requirements of any attraction (40 inches). However, many little ones would find this to be genuinely terror-inducing!
