Normally I would advise to add everyone who might be going when you book it so you can lock in the rate for them at the time the cruise is booked. This also ensures there's space for them on the ship, space for them in the specific cabin you've booked and space for them in the lifeboat assigned to your cabin. As an example, I took a cruise last year on the
Disney Treasure. We booked it as soon as the itinerary was released. A few months before we sailed, my sister decided to join us, and in order to accommodate her, we needed to move to a different cabin in a different category, resulting in a price increase. It's often much easier to remove someone later than it is to add someone.
However, since it's already past the date by which your cruise needs to be paid in full, this makes your situation a bit trickier. If you add your husband now and he's not able to go, you might not be eligible for a refund for him. If you're able to find someone else to take his place, that might be possible, depending on when the final decision is made. On the other hand, if you don't add him, there's a chance space won't be available for him once it's clear that he can go. Whether you add him now or later is dependent on which risk you'd rather take, the money spent on his cruise fare or the chance that adding him isn't possible later.
