You're probably thinking of the Epcot After 4 Pass that's available as part of the Florida Residents Passholder Program. It's mostly used by local residents who want to be able to pop into the park and enjoy dinner at one of the many amazing restaurants there. You'd need to show proof of Florida residency to buy the pass. There's another late-day option for Guests who are visiting Walt Disney World as part of a convention. Those are usually bought as part of a group package by the event planners and provided to attendees.
