Disney Gift Cards are a great way to conveniently cover expenses during your trip, and they can also be a great tool for budgeting. I've checked in with some friends from your neck of the woods and my recollection of how exchange rates work was confirmed. A Disney Gift Card purchased with Canadian Dollars (CAD) will be converted to United States Dollars (USD) the first time you use it in the United States to make a purchase, using the exchange rate on the date of that first purchase. So, the conversion does not occur when you purchase the gift card, but after your first use, the conversion is complete and you don't have to worry about exchange rates moving forward. Based on today's exchange rate, it looks like you'd need to purchase a $330.00 CAD gift card to convert to $250.00 USD.
