I will be traveling with a 13 year old and 19 month old in February 17 to February 29 2016 . What are some of the ride my 19 month old will not be able to ride on as he has just start walking?

Hi Vicki! It sounds like a great vacation you are planning for February and it's one of my favorite months to visit the great Walt Disney World parks.
You did not mention if you would be visiting all four parks or just one.  Your little one will not be able to ride any of the roller coaster type attractions such as Space Mountain, Expedition Everest, Tower of Terror, etc. These will all have height requirements for all guests. You can find a list of attractions that have restrictions on the main website, or on your mobile app, My Disney Experience. You will find that most of the Magic Kingdom attractions will be ones your 19 month old can and will enjoy as well as your 13 year old making it a great family experience. I would avoid the sit down theater type ones where it might be hard to keep a young one interested and quiet for 15-20 minutes.
If you are traveling with another adult you can certainly enjoy the rider swap option that allows you to wait with the young one while the other adult rides with the older child. You then swap out without having to wait in the long line again. If you are not traveling with another adult and you feel comfortable allowing the older one to experience the roller coasters alone, you can see if they have singles lines which will save a lot of time.
There is so much that can be enjoyed together as a family with those ages so just pick out some of the favorites to secure FastPass for and start getting excited about your magical vacation ahead!
