While there's no way of knowing right now if February 2013 will see the free dining plan, I found some historical discount data that ought to bring a smile to your face.
In 2012, free dining
was offered during your time of travel! The deal was good for dates 1/8/12 - 3/31/12 on a Magic Your Way package. The offer was made available on 8/3/11, with a book-by deadline of 10/29/11.
Your best bet is to check out these offers on the
Disney Special Offers Web page starting in late July. Typically, the specials are offered 4-5 months prior to when they'd actually kick in at the Parks. Keep checking back regularly, and do subscribe to the
Disney Parks Blog for the latest and breaking Disney deal information.
