ECV (Electric Conveyance Vehicle) and wheelchair rentals at the Disneyland Resort are available at the Stroller and Wheelchair Rental location at the Stroller Shop just east of the Disneyland Park Main Entrance. The rental location generally opens when the parks open for the day, so the best way to know exactly when you can get your hands on an ECV on your specific visit is to check the
Hours & Events Calendar closer to your trip. You can use the date toggle on that page to pull up your exact visit date and see the scheduled park opening times, and even switch to the 5-day view to get a full picture of your stay all at once.
One thing I'd really encourage you to plan for: ECVs are available in limited quantities and are rented on a first-come, first-served basis, so arriving early is a smart move. Getting there right at rope drop gives you the best shot at securing one without any delay.
