Rider Switch Service will allow all of the guests who want to experience an attraction and who meet the
height requirement for the attraction to do so. This works by allowing guests in a party to take turns experiencing the attraction and caring for other members of the party.
While an age requirement to watch younger members of the party is not explicitly spelled out in the
Walt Disney World Rules and Regulations, that website does indicate that guests who are under 14 years old must be with a guest who is 14 years or older while in a theme park. I would think that you could extend this rule to waiting with your twins while doing Rider Switch, so the twins should be fine waiting with your teenage daughter.
