I am thinking about taking my 4 and 2 year old this summer. I need to know if my 3 month old can ride the rides like dumbo and peter pan in my lap.

Yes, you shouldn't have any problems holding your 3 month old on your lap for the child-friendly rides.  We took our youngest son when he was about 6 months old, and his brothers were 3 and 5.  That is exactly what we did!

My husband also took our oldest on some of the more daring rides, and then I was able to experience the ride as well by using the rider swap procedure which is explained here (also lots of other helpful information for traveling with little ones).

And don't forget that each of the parks have a Baby Care Center if you need a quiet place to feed, rest, or change your littlest Mouseketeer!
