Once my husband broke his foot and we had to rent an EVC during our Disney vacation.
At the entrance of each park and Disney Springs, at Guest Relations, you can rent an
electric scooter (ECV). At the parks, it currently cost $50 to rent with a $20 refundable deposit. This $50 cost covers the entire day. So as you move from park to park, you will be able to show your receipt and get another ECV for that park based on availability. Unfortunately, the ECVs at the entrance of each park are not allowed on any of Disney's complimentary transportation. So they must be returned once you leave the park.
If you'd like access to an ECV for your entire Disney trip, I would suggest renting an ECV from an area rental company. They will deliver your ECV to your resort or hotel and also pick it up once your Disney vacation is over. This is what we do for our stroller rental too. Having access to your stroller or scooter for the entire time is always ideal. That way you'll know that your dad is comfortable and won't have much walking to do. ECVs are allowed on the Disney buses, some of the boats/ferries and the Monorail.
