Passports, Visas & Citizenship Documentation" page for your travel destination. Unfortunately, temporary IDs are not accepted. For photo identification, you will need a valid passport, a physical driver's license, or another government-issued ID card.
If you have a US passport, this is your best option. It fulfills the citizenship and photo requirements without needing a driver's license. If your cruise is a few weeks away, you may have time to apply through the "Fast Track" expedited process.
You can also check with your state driver's license office about photo IDs. The North Carolina Division of Motor Vehicles' website states that identification cards are mailed within 20 business days of application. I don't know your sail date, but I wish upon a star your permanent card arrives in time, or one of these options works.
