Could you tell me what the upgrade charge is for the other to dining plans from the quick service plan.

Hello Kim and thanks for asking the Disney Parks Moms Panel such a great question.
Food and eating are 2 items which are absolutely on the very top of my list for when visiting Walt Disney World Resort and I can totally recommend upgrading a Quick Service Dining Plan to the Disney Dining Plan.
In my own personal experience of upgrading a Disney Dining Plan I have always found it best to speak with a knowledgable Cast Member by dialling the phone number for Non-Reservation Questions contained within this Walt Disney World Resort Phone Directory; this way the Cast Member assisting can provide the most up-to-date prices and should easily be able to process your request, take payment and upgrade over the phone.  Be sure to have your Walt Disney World Resort hotel booking confirmation number close to hand when calling.
Plus I also thought you may find this Disney Dining Plan - Frequently Asked Questions link to be a great planning resource.
If I can help sprinkle any extra pixie dust onto to an upcoming visit to the magic of Walt Disney World Resort please do pop back to ask me another question.
    Have a great Disney day.
    ~ Jane
