I took a look at the personal portable fan you've mentioned. On my last few visits, I saw several Guests with this exact type of fan around their necks. I'd considered purchasing one myself, and I've got to admit I was a little jealous! While you would not be permitted to wear this kind of device while riding certain attractions, it would certainly be allowed as you walk through the parks and while you wait in any lines. I think you'll be SO glad you thought to bring it with you!
