I absolutely love the tours at the Walt Disney World Resort and Disney's Keys to the Kingdom Tour is one of my favorites!
I think that it is awesome that you would like to do something special to celebrate your son's 13th birthday.
Disney's Keys to the Kingdom Tour is wheelchair accessible. When booking, Guests should let the Cast Member know that there will be a Guest in a wheelchair.
Please keep in mind that the current minimum age for Disney's Keys to the Kingdom Tour is 16 and Guests are required to present a valid photo ID when checking in for the tour. If your son will be under 16 years old at the time you plan your trip, you will need to choose a different tour. One great alternative is
Backstage Magic. This is a 7 hour tour and it also includes the "utilidor" tunnels that everyone wants to see at the Magic Kingdom. This tour is also wheelchair accessible but be sure to mention it when you are booking.

Backstage Tales Tour at Disney's Animal Kingdom is a favorite among animal lovers. The current minimum age for this experience is 12 years old and the tour is wheelchair accessible.
If you are looking for a fun tour at the Magic Kingdom,
Disney's The Magic Behind Our Steam Trains Tour is very cool. There is a part that your son would need to be able to walk into the front of the train to see that isn't wheelchair accessible but it sounds like he would be able to walk for that part of the tour.
