Grace from IL Asked Note: This answer was provided prior to the change to planDisney and may still contain references to Disney Parks Moms Panel.

We will be taking our first real vacation to Disney in July. We have a handicapped child in a wheelchair who will not be able to ride the attractions. Will it be possible to use the rider swap and fast pass in this situation.

Yes, this is a situation where you would be able to obtain a rider swap pass. Just speak to the cast member attendants at the rides and explain your situation. Additionally, you may find a Guest Assistance Card helpful. You can find out more information on Disney's website HERE. You can obtain this at the Guest Relations office at any of the theme parks. While a doctor's note is not required, it is sometimes helpful to the WDW cast members in determining what level of assistance you might need.

Another resource is a book called PassPorter's Open Mouse for Walt Disney World and the Disney Cruise Line. This sells for approximately $20 and is available through amazon.com and many larger bookstores. Open Mouse gives incredibly detailed information for Disney guests with any sort of challenge, from anxiety to allergies and everything in between. The information for guests with mobility issues is outstanding. They describe the seating configuration for each ride, the physical forces exerted upon the body, any wheelchair transfer requirements, etc. (There are some rides where no transfer out of a wheelchair is necessary.) They also give wonderful information about ways to navigate the restaurants and resorts in a wheelchair. If you get this book before your trip, you'll be able get your plan together in advance of your arrival so you'll be completely prepared to have a great vacation.
