You will be pleased to know that both water parks have activities to accommodate their younger guests.
Disney's Typhoon Lagoon has Ketchakiddee Creek which is only open to children 4 feet tall or less (and must be accompanied by their adult guardians). There are small rides such as slides, fountains, waterfalls, squirting whales and seals, a mini-rapids ride, and other attractions for your daughter to enjoy.
Disney's Blizzard Beach, which resembles a winter wonderland covered in snow (surely quite a novelty in Florida !), and has an area called 'Tikes Peak' which is a child-size variation of Blizzard Beach, with miniature slides and a snow-castle fountain play area.
