We will be taking our 8, 6 and almost 3 year old and using the dining plan for the older children. Is it possible to get the dining plan for the youngest?

Absolutely!!!  Your youngest is a big kid now as my son would express excitedly.  When my little ones would turn three, they could put their own ticket in the turnstiles.   This was a highlight for them.  My son thought he had his own credit card.  The tickets are on the room key cards with the name of the ticket holder.  He loved having his own card.  The dining plan is an inclusive package for all travelers.  If you will be purchasing the plan for the older ones it will include your youngest as well.  I hope you have a fabulous trip to Walt Disney World!!!
