There are many things that you can do for her birthday. The first thing I would do is make sure to tell the cast member who checks you in at your resort that she will be celebrating her Birthday. If they do not give you a button that says "Today Is My Birthday" ask the concierge and she can wear it all week long! I have a very special friend who celebrates for an entire week!!!
Onto the International Flower and Garden Festival! Yes, typically the crowds tend to be heavier on the first days of festivals and drop down a bit until specific guests are scheduled to appear.
