We are staying at the WDW Swan. What is the least expensive way to get to Disney World from the airport? Is there a free shuttle?

Because you're not staying at a Disney owned resort, you are--unfortunately-ineligible for Disney's free shuttle, The Magical Express.  Therefore, the cheapest option for you is a city bus.  You can take bus 111 from the airport and get off at the Ticket and Transportation Center.  The trip takes a little over an hour and buses run every 60 minutes.  Once you arrive at the Ticket and Transportation Center you'll need to take either the ferry or monorail to Magic Kingdom.  From there, take a bus over to your home resort.  Depending upon how many people are in your party, the next best thing might be to hire a car service.  Of course, taxis are readily available at the airport as well.
