You are correct that
Disney Skyliner will be closed for routine maintenance from 16th January. But there are other options that you can use to arrive at EPCOT via the International Gateway entrance.
I would recommend you take a Lyft ride to one of the EPCOT Resort hotels when making your way to International Gateway. I have used Lyft myself and enjoyed the efficient service. You will need to download the Lyft app which gives you a selection of available cars (with prices and varying pickup times). You make payment on the app before your ride, so it's straightforward.
Disney's Beach Club Resort is just a short walk from International Gateway and is the closest Disney Resort so I would take a Lyft car to that Resort hotel. All EPCOT Resort Area hotels (including Walt Disney World Dolphin Hotel and Walt Disney World Swan Hotel) are served by FriendShip Boats if you have time for a relaxing boat ride, but I understand you want to take advantage of early entry to EPCOT so maybe save that for another day.

If you would like to upgrade your ride, you can also use the
Minnie Van Service which you can access via the Lyft app.
There is a replacement bus service to EPCOT for the duration of the Disney Skyliner closure which will take you to the front entrance of EPCOT - you would then have a fast trek to World Showcase but it is an option if you would prefer to stick with Disney Transport. Of course, If you are planning to explore all of EPCOT from International Gateway right up to the front entrance you can then take a bus back to Disney's All Stars Resorts at the end of your day there.
Buses will be available for all the Disney Skyliner Resorts to/from all four theme parks throughout the Skyliner closure.
