    Staying at POFQ 12/27-1/01/13. On NYE we want to park hop starting at Epcot- HS- then end at Epcot. (I realize parks may close to capacity) I had an idea of parking at the Boardwalk early AM ,walk back/forth from Epcot -HS. Is this allowed? smaller crowds

    Parking in resort lots is restricted to that resorts' guests only.  The only exception is a 3 hour temporary permit for guests with dining reservations.  This especially takes effect during super busy times, such as nights of special events (Wine and Dine) or holidays (New Year's Eve.) 

    Your best bet will be to either drive and park at Epcot (since this is where you plan to end your day) or simply use Disney transportation.

    If you plan to hop between Epcot and Hollywood Studios, you can walk or take a boat.  Either option will take you about 30 minutes.   There is also a bus, but I prefer the walk/boat method as this will put you at the International Gateway entrance which is generally less crowded. 

    I am a "car" person, too, and prefer to drive over taking Disney transportation, but during very busy days/nights like New Year's Eve, you might want to leave your car parked and hop on the bus at Port Orleans.
