Because the Skyliner station is located right at the resort, Disney does not run regular bus service to those two parks during standard operations. This means that on a normal day you will not see a scheduled bus to EPCOT or Hollywood Studios from Caribbean Beach.
Buses are still provided from the resort to Magic Kingdom and Animal Kingdom as usual. For EPCOT and Hollywood Studios, buses only begin running if the Skyliner is unavailable due to weather, maintenance, or other operational downtime. When that happens, Disney switches to bus transportation automatically until the Skyliner resumes.
If you cannot use the Skyliner because of a fear of heights, you will still be able to reach the parks using alternatives. Many guests in similar situations use a Minnie Van or a rideshare service such as Lyft or Uber, which offer direct ground transportation to the parks. Another option is to take a bus from Caribbean Beach to Magic Kingdom or Animal Kingdom and then transfer to a bus heading to EPCOT or Hollywood Studios, though this will take more time and generally works better later in the morning when park to park buses start running.
