All guests are entitled to watch the Wishes Nighttime Spectacular, not just those with Extra Magic Hours access. Wishes is almost like the "grand finale" of your day's experience at Magic Kingdom, the icing on the cake, so to speak. This is why you'll see the fireworks show coincide with the park closing time. Guests normally watch, then leave the park after the fireworks are finished.
And you also don't necessarily have to leave even on Extra Magic Hours nights. But most do, since you have to have verification (which is a Keys to the World card) to get on any of the rides and attractions. But those without can still walk around, go shopping, or what-not.
