While the planDisney team does not have any kind of direct phone line, there are a number of ways for you to connect directly with Disney cast members to help with whatever questions you might have. While I know that you are asking to speak to a person, and I will cover how to get a hold of Cast Members based on specific needs, I do offer up the idea of using the website live chat feature. Between 7 am and 11 pm Eastern time, the live online chat feature can help resolve issues rather quickly.
But you want to speak with an actual human being directly, right? The Walt Disney World Resort Help Center has several different contact options available. In addition to the aforementioned Chat feature, and of course Email, their phone numbers are listed on that site. A few that might be what you are looking for include

BONUS TIP
Perhaps the problem is not the right phone number to call, but you had a long wait time on the phone to speak to someone? I have found that calling mid-week, but avoiding lunch time, has helped me get through faster. I don't know if there are more Cast Members available, or if there are fewer people calling in, but my guess is that it is a combination of the two.
