In my experience, very few things are excluded from the Disney Dining Plan and I have never seen a separate menu for those on a Disney Dining Plan. The primary exceptions that I can think of include main courses designed for two. For example, Yachtsman Steakhouse at Disney's Yacht Club Resort offers a 32 ounce porterhouse steak for two. This entrée would not be available on the Disney Dining Plan. The other thing to consider is which dining plan you have selected. If you have the Quick Service Dining Plan you will not be able to use it at a table service location. Also, some dining locations are identified as Signature Dining experiences. These venues will require that you utilize two table service credits. Of course, the Walt Disney World Resort is always evolving and changing. So this could change in the future. However, when I looked over the plans outline for 2016 I did not see anything that indicated that special menus would be utilized.
