    Isn't anytime to be in Disney World the best time to be there?  I know what you mean though...finding the lightest attended days are a dream come true.  Our family has been there on both extremely busy days and on light days.  Many times, the weather has the biggest impact.  We love being there on days when there is a light rain.  A poncho and smile can get you through the park in record time and on many rides many times over as the crowds stay away.  But, the link you are looking for is probably this one.  It is not an official Walt Disney World site but does give a great deal of information day by day and for longer periods of time.  It has access to mobile apps for 'up to the minute' information and also a subscription service for year at a glance information.  I am not affiliated with the site either and get nothing in recommending this service.  I just like to share things that I find value in that I believe others will as well.
